Can a HAM listen to non trunked or Trunked Public safety systems on their Radios? Also if they can and they are listening to a system and they accidentally key up, does it go out over the system? Or if you are using your Ham rig as a scanner can you disable the mic?

Non Trunked, Yes, if their radio is able to recieve the correct freq.

Trunked, No.

A Ham will not accidentally key up on any public safety system.
