Harris co can't hear

I just moved to Houston and programmed in both TX Warn systems and the only thing I can hear is 2 stations and they sound like wreckers...
I get control channels for both systems but no Harris co SO,Deer park,Pasadena,or Waller co
I'm using a BCT15 and a 396xt, so I know no phase 2. I have tried various location all over the county and Waller co so I know it's not just the control channel close to the house.
The only thing I can think of is that they all migrated to phase2.
Any thoughts?

Deer Park and Pasadena use the "Houston side" (RFSS 3) of TxWARN, on the Southeast Simulcast. You will need a Phase II-capable scanner to hear them. You can get fire dispatches on 154.010 and 154.220 for Pasadena and Deer Park respectively.

Waller County is on the "county" side of TxWARN (RFSS 1) using the Hempstead and Northwest Simulcast sites. Take note of the RFSS numbers and do not confuse the "county" Northwest Simulcast with the Houston Northwest Simulcast site.

HCSO can be heard on any of the RFSS 1 TxWARN sites, depending on what district you want to listen to.

Sorry I'm just used to Wyolink P25 You just program the whole state and go, lol.

Look at the system in the database: Texas Wide Area Radio Network (TxWARN) Project 25 Trunking System, Various, Texas - Scanner Frequencies
What motorola_otaku is talking about regarding RFSS 1 is shown on the left side column next to the site listings. You want to choose sites that include that 1 (1) out beside them.

For Waller, use RFSS 1 (1) 031 (1F) Hempstead Waller
or
1 (1) 013 (D) Harris County Northwest Simulcast Harris

Harris County S.O. would also be on that Harris County N/W site, and others, depending, as noted, what district(s) you wanted to hear. As it sounds like you want the northwest quadrant, those should do it.

If you are also interested in listening to Houston, while your 396XT won't handle Phase II, you can listen to simulcast talkgroups broadcast in P25/Phase I mode. See Houston Police and Fire P25 - The RadioReference Wiki

As was also noted, Deer Park and Pasadena both are using Phase II, so they're not monitorable with your current scanner. The BCT15 is analog only, as you know, so it cannot monitor any part of the P25 TxWARN system.

Thank you I have it now I can't wait to pick up a new WS1095 with the detachable face plate.
No more Unidens for me unless they come out with a remote head or detachable face plate model.
