Is there work happening to uncover where and who these patches are tied to? Just curious if there is a document yet to validate if one has been captured for a specific agency?

With an SDR, you can see all of the active patches on a particular site. In my opinion, it was a mistake to include the patch TGID's into the DB. Almost all of the TGID's have already been identified, so you'll already be able to hear what you want. The addition of the patch ID will only cause confusion since they will never really be able to have an identifier associated with them.

In this example, Summit FD 2 & Summit FD 3 are patched, so if you have either TGID programmed, you will hear the same traffic on both. You will also hear the traffic on 63139, but have no clue as to who it is.

I appreciate having the patches included in the DB. It's very helpful for blocking/avoiding these channels.

They only show up if you use ID search. If you only want to hear what is programmed, it is simple to just uncheck the box in Sentinel, or ProScan.
