Can someone tell me what the "NARC" group is that Hayward PD uses the ALCO TRS for? I keep hearing different activites on their channels, but I can't grasp a common theme...

I've heard some IT people using the higher channels before. Generally it's Vice/Narcotics using them though.
The channels aren't specific to Narcotics. There are a pool of handhelds in the dept that the Narcotics chose to use. Sometimes someone else might get there hands on a few.
