I have been listening to this frequency (ENCRYPTED) for some time and I beleave this is the frequency that the Homeland Security Helicopter is using when flying up and down the Niagara River between Buffalo NY and Fort Erie Ont.

You may want check the frequency, 133.xxx is in the air and, and is only authorized for AM, not NFM

I had the frequency set as AM But when I herd the digital noise I tried switching the frequency to NFM to see if I could pick it up but realized it was Encrypted.

Doesn't the equipment in the aircraft interfere with voice
Encryption

I guess not, this is the first time that I have found any encryption on AM frequencies, so that's why I went from AM to NFM on the frequency, I was not sure it would be in AM Mode or another Mode, but my 396t scanner kept flashing ENC when they started to speak, I was always trying to find what frequency the Homeland security helicopter was using but never got lucky until I hit it on 133.125 AM, I suppose there are other frequencies but I have not found them down this way, if I do find any more I will post them on the RR.

It could be military. My local military shows up on civilian VHF aircraft frequencies often using encryption. Is there a sound of a quick beep at the beginning of the transmissions?

I wouldn't say this is impossible, but maybe unlikely. Many DHS birds are carrying all-mode wide band radio gear that can operate in any mode in multiple bands. And I have seen a federal radio programmed with a 136 MHz channel in P-25, but it was more likely an error in the radio programming template.

You might be hearing an image from the 162 - 174 MHz band that DHS normally operates in. It just seems unlikely that they would just pick 133.125 MHz to start operating on with encryption. Would likely cause more problems and get someone's attention than be kept a secret. They have plenty of other options to keep their communications secure.

The only time I hear this Encryption is when the Homeland Security Helicopter is going up or down the Niagara River, I have all the frequencies in the 160.00 mhz band and know what ones are active in my area, No there is no beep in the transmission.

Next time you hear them, put a 2nd scanner into search in the 162-174 band at 12.5 Khz

As CP mentioned, it does sound like an Image, since that is the AM Aircraft band.
Last Year we ran across a similar issue with a gentleman hearing P25 in the 300 Mil/Air band. Turned out to be an image of his local DEA Repeater

DVP/DES had issues in the past, which was why you would hear the Ground Units Encrypted but could hear the Air Units for miles and miles and miles in the CLEAR :D

I was present in the past on numerous customer issues with too many federal agencies to name which were using various derivatives of our Wulfsberg RT5000P/D model radios which are capable of operating from 29.7 to 960 MHz in P25, analog AM or FM modes.

In one particular test a Army Raid unit in a Kiowa helo near Tucson was using 49.890 MHZ in AM mode and ~660MHZ interleaved in between some TV translators whereas in another test several years later a similar aircraft was using one of our newest models on ~122 MHz in P25.

Remember they are not under FCC control and with the right PC configuration software the radios are capable of all mode across the entire frequency range.

When I lived within a couple of miles of the Watervliet Arsenal in NY, I heard their P25 traffic from the 385 MHz band all over UHF and the VHF air band clearly enough to recover voice and NAC.
