Most of the area pd and fire are still on RACOM EDACS systems. That is being replaced with a digital phase II system called SARA. The new system is currently patched to the old one as they are working issues and getting radios distributed. The SARA system is simulcast and most likely your scanner with struggle to decode it. Search other forums for tips on simulcast issues. Lastly another system that overlays the county is the other large statewide system called ISICS. In the immediate Quad cities that generally has only state patrol, state dot and Clinton county. Technically in Scott County that is also a simulcast tower but those towers are so far apart I have never had issues with them throughout the county. Illinois state is on their own system (STARCOM). That system has local towers in the Illinois Quad cities and can be received a good ways into Scott County.

As far as frequency of traffic between the three systems the EDACS system is by far the busiest, followed by the SARA one which is currently only re-broadcasting a fraction of the EDACS system and then lastly is the ISICS system which depending on the day and time can go long stretches between traffic. I personally don’t listen to StarCom all that often but it tends to be fairly lightly used in the area as well.
Outside of those digital trunk systems many businesses have their own trunk systems and the city of Davenport has their own DMR trunk system for Schools, trash, plows, etc.

Actually, I monitor the ISICS Scott Co. tower. At times, yes it is kind of quiet, punctuated with traffic from Clinton Fire, and Clinton Co fire (many departments still making the switch over). But for the most part, State Patrol is enough for me. I keep Clinton PD and Fire ranked at prioirity 4, while most ISP is at 2, and certain ISP talkgroups are at 1 (law 6D). Also at the low end of the priority list is R6Call61 and R5Call 51. Most times, I keep DOT/Highway Helper blacklisted.
