im new to this and im trying to find out if there is somewhere or someone that records the police activity from the scanners? i want to find a recording for may 2nd around 12:15 am in oakley ca. please help

Which Radio Reference leve-audio feed are you asking about? If it's not on the list of available feeds for your county, it's not available from Radio Reference - period.

You might try going to the agency directly if it's not in the archives here. Many are obligated to record voice traffic and data.
