I just purchase a BCD996p2 and I am lost as to how to program it. What is the best way to program. Thanks

Welcome to the forums. Please begin by telling us where you're from and who you intend to monitor so we can get eyes on the database to be able to better help you & rule out potential pitfalls like encryption, simulcast distortion, etc which could hinder your scanning efforts. With that said I strongly recommend using Proscan for programming. Also have a read at the easier to read manual

Database link is below. Simulcast distortion may very well be a factor when monitoring with a 996P2 depending on your location relative to two or more simulcasting towers. Also any talkgroup identified as mode "TE" is fully encrypted and cannot be tracked with any receiver

If you back up one level to the county, you can see the conventional frequencies for Portland. In addition you have a number of DMR transmitters in Hendersonville (unsure how close that would be to you, although having a good external antenna might bring this in)

Also at the very bottom of the below page are the links to the trunked systems in your area, and it looks like your county is also covered by TACN, which appears, at least, not to have a large amount of simulcasting on it.

ProScan is excellent for programming. You will still require Uniden Sentinel to update the firmware and database in the scanner. BCDx36HPSentinel < UnidenMan4 < TWiki Sentinel can also be used for programming.

The use of Sentinel is incorrect' the P2 scanners don't use that. ProScan (which is correct), ARC XT and (to a limited degree) FreeScan are the correct choices

My apologies. You do not use Sentinel for the BCD996P2. I misread the thread and thought it was for a 536. Proscan is excellent for the BCD996P2. I also use ARC-XT. Both have a free trial period for you to decide which one you like best. FreeSCAN can be used if you do not program for DMR or NXDN and it is free.
