Maybe a little late to post now, but tomorrow night, I will be driving to Hermosillo. My question is what does area fire/EMS and law enforcement use? Are they on P-25? Another system maybe? Would appreciate any help I can get in the next 24 hrs since there’s not much in the database.

Better to leave that scanner at home, if you want to keep it. Due to the cartels and other outlaws using sophisticated radio gear, you also become suspect. This could be very expensive and unpleasant for you. Now, if you speak perfect Spanish, have been to Mexico many times and used radios, knew the protocols for handling situations AND your daughter was married to someone high in the PRI, or PGR ....you might be ok, if lucky.
