Home Patrol II- Cannot hear local police calls

I live in Florence SC and my new HP-II seems to pull in everything except my local sheriff and police (Florence County & Florence City). I've updated the software. Is it possible that there could be an error in the database? Any ideas?

According to the RR database:

Agencies with the City of Florence use the Palmetto P25 trunked radio system for their communications. Police talkgroups are encrypted.

Anything encrypted can not be monitored by any scanner.

That 'Ouch' is becoming more and more common especially where I live. That includes EMS .. so when you cannot hear an ambulance, your police are likely already there.
