I took an old cb antenna, took the coil out, soldered a wire for connection for the center connnection after k too the coil out of the antenna, and cut it to 19 inches from the feed point of the coax cable. Basically, a mobile version a quarter wave ground plane. I like in a mountainous area, at the bottom of a mountain, and I have a tin roof on the house, and that's what I put the antenna on for vhf/uhf scanner use. Will this work ok for scanner use, or will a different setup be better ?

That should work well for VHF and probably UHF too. Just place the antenna a minimum of 18 inches from any edge of the metal roof, as it needs a groundplane.

Thank you. . Works pretty good for a scsnner antenna, was hoping my idea, building a magnetic mount quarter wave, based off the quarter wave wave ground plane , was a decent idea. I tried a got comet base antenna, up about 15 feet or so, but performance wasn't much difference .
