Jumping in late in the game but I was listening also. It was an ERU training session, easiest was to tell is because it was happening on the ERU talkgroup and not Div 1. If this was a real occurrence all units involved would have stayed on Div 1 and anybody not included in the call would have been switched to Special Events 2.

I have two theorieson why they do this:

1) The Uniformed Officers don't have access to the ERU channels
2) It is too risky to have the units involved in the high risk tactical call switch channels for fear of a unit getting lost in the switch or missing a life saving transmission during the switch.

My guess is 2.......

Yes, I wondered why it was on an open frequency at the time, and then was sure it was not real about an hour later when there was nothing on the noon news, and they did talk about the local TV station arriving on scene. It was pretty interesting regardless.

Here in Edmonton the reason they keep the call on the main dispatch channels (and move regular dispatch for everyone to a different talkgroup) until almost the climax is that the main dispatch channels are always recorded and logged, while many of the special tactical and talkgroups dedicated to speacialized units are not. Then just before tactical moves in for a final clear, they will switch to their own covert group for intrasquad. In the case of a hostage or stand off situation, the need for the recorded and logged comms is mainly for later court reasons.
