check out ebay and the for sale fourm on here would be the best place to get them. The HT1000™ Series Portable Radio is no longer manufactured by motorola.

search for the ht2000 turned up nothing

I would personally go with the Vertex standard VX-150, Compact, rugged, and a MUCH larger memory than the ht1000, plus it has a digital display

And if he's not a ham, why buy a ham transceiver? Last time I checked, a plain old scanner worked just as good.

A ham radio or commercial grade radio (used for monitoring the railroad) will always beat the reception of a scanner.

how much would an ht1000 cost and is it still manufactured?

Take a look at the Vertex vx-600 and vx-900 same size and feel as the HT-100 except lighter, cheaper and more features.

The HT-1000 has been discontinued but they are plentiful on the used market, one caveat is that only certain revisions are capable of narrowband which will soon be mandatory.
