New to this I have a old Bearcat 200 will I be able to pick up the new warren county VA sheriff dept it is on a trunk system 800 low i tryed to program wont let me enter the code am I doing something wrong?

Nice scanner in its day. One of my very first portable bearcats too.
You will not be able to monitor a trunked system with that scanner. You will need a trunk tracking scanner to do that. Looking at the database for Warren, it looks like a trunktracker really will be your only choice with a large state wide trunk.

Poke around RadioReference and take in some information on the different scanners and trunking systems that exist and then strongly consider an upgrade. You will undoubtedly be entertained to no end.

Your scanner does not do trunk tracking.

You would need a scanner that does trunk tracking to be able to scan a system that is trunked (a TRS - Trunked Radio System). One important thing you need to determine is if the frequencies you want to monitor are digital or not (APCO P25); this will deterime what type of scanner you need and how much you will pay for it.
