Page 33 in you manual is fairly clear on how to
Store Frequencies into Channels. Of course, the bigger question is: do you know to what you want to listen?
You probably want to listen to all the action in your town. If you don't know where to find the frequencies for your area, then you have to start here:

Click on your state, and then your county. That will bring you to a list of most of the frequencies and their descriptions. Take one of them and follow the instructions on Page 33. Bear in mind that you only need to know the frequency. All the other information to the right of it is for information, and is only helpful so you can tell what you are hearing when the scanner stops on a frequency that you have programed.
Until you get the hang of it, just enter frequencies you want into channels #1, 2, 3, 4, etc, and then just press Scan. You should hear any action that is within 5-10 miles of your location. Later on, you may find you want to organize your channels in various banks. I.E. Police in Bank #1, Fire in Bank #2, etc, but you should listen to all the things you think you will want to hear, and then you can decide if you want organize...organizing into banks is NOT required in the beginning.
