ICAWIN Ada XTS5000

Hello everyone, my friend got an xts5000 to do NAS for ADA county, I am helping him sense I have experience doing NAS. We program the codeplug on how its suppose to be, and he's not receiving anything, we have tried multiple problem solvers and it hasn't worked, could anybody help? (NOTE!! When we were trying to solve it, he noticed that the led is blinking everyone in a while)

Based on the blinking TX light, it appears the radio is suffering from FTPNASC.
