So, you need a power supply that can provide 13.8 volts DC with a tolerance of +/- 15% (11.73 to 15.87 volts) at 20 amps.
You can buy a cheap, no-name power supply from an Ebay seller that might meet those specifications, but, if it fails, you will probably not be able to get it repaired.
My suggestion is to go to the website for a ham radio store, such as Ham Radio Outlet or DX Engineering, to see what they have. Looking at the DX Engineering website, which has pretty good product selection tools, I see the MFJ 4125 ($129.95), Alinco DM-30TR ($134.95), MFJ 4125P ($144.95), Samlex SEC-1223 ($154.20), MFJ 4230MV ($154.95) as the five least expensive power supplies that will meet your needs.
