Dear forum members can someone please advise me the best and cheapest power supply to support
Power the Icom 718

So, you need a power supply that can provide 13.8 volts DC with a tolerance of +/- 15% (11.73 to 15.87 volts) at 20 amps.

You can buy a cheap, no-name power supply from an Ebay seller that might meet those specifications, but, if it fails, you will probably not be able to get it repaired.

My suggestion is to go to the website for a ham radio store, such as Ham Radio Outlet or DX Engineering, to see what they have. Looking at the DX Engineering website, which has pretty good product selection tools, I see the MFJ 4125 ($129.95), Alinco DM-30TR ($134.95), MFJ 4125P ($144.95), Samlex SEC-1223 ($154.20), MFJ 4230MV ($154.95) as the five least expensive power supplies that will meet your needs.

Astron SS-30. Picked up a few used ones at a ham fest for $50 each. But I’m shocked, as someone who studied to get even a basic ticket should know this.

these words are mutually exclusive.

I would plan on a better power supply and never have to worry about it again, rather than cheap out and buy garbage. The aforementioned Samlex or Astrons are where I'd start looking.

Want a cheap power supply? Buy a Pyramid. But should it fail, they can’t even furnish you with a schematic. OTOH, I recently picked up a few of these brand new for $50 each. They are designed to run 24/7 powering commercial servers. Mine‘s been running nonstop since April.
