I've got a 746 (non pro) that when the dial is turned anywhere over where roughly 20 watts would be all I get get the radio to push is 10-13 watts max. I've tested this on an antenna, a dummy load, and my Motorola service monitor.
I've tried different power supplies as well.

I'm at a loss as to what is causing the significantly reduced output power.

Anyone have any ideas where I can look?

Loss of power output is a common ailment of the IC-746 series of radios. It's usually a predriver or driver stage. The usual symptom is complete loss of output, but partial failures are possible. Time to either break out a schematic and troubleshoot, or figure out where to send it. With a partial failure, I'd suspect a final stage before a driver.

Try a Google search and see what you come up with. When mine 746PRO failed, that's where I started, and the Google results led me to the fix almost faster than probing around inside the radio.

I found the radio to be quite easy to service. Discontinued parts were readily found on eBay via sellers in Hong Kong. Watch their feedback...
