You've got ACC1 (an 8 pin) and ACC2 (a 7 pin) socket.
On both sockets, pin 7 provides 13.8V (at a maximum of 1A) and pin 2 is ground. Get an appropriate plug then solder a wire to pin 7 and to pin 2. On the other end of the wires, install whatever plug that fits your meter.
How/where are you measuring 4 Volts?

Here is what happens with my brand new 7610.
I think there is something wrong with it.
Using ACC 1 using pin 2 and 7.
I do not get 13vdc.
I get 8vdc.
Why?
One time I got 4vdc out of the radio.
ACC 2
Same thing.
The lights on the meter do not light.
It needs 12vdc as it says on the back of it.
Trying the meter with its own p.s. the lights light all OK.
The 7610 refuses to put out 13vdc on either ACC 1 or 2.
Is there some configuration in the radio that I have missed?
Do I have a brand new boat anchor?
BTW, after the VOM shows 8vdc for about 5 seconds, then, ACC power out quits.
BTW, can I hook up a foot switch off one of these ACC's?
I assume pins 2 and 3 for this?
I haven't tried it yet fearing damage to the radio which might already be.
What do you think I am doing wrong?
