I am trying to find out if anyone has ever tried setting up an IC-F5061 to do horn honk via DTMF decoding, if someone could please assist it would be greatly appreciated.

To anyone looking to acquire commercial radio programming software:
Please do not make requests for copies of radio programming software which is sold (or was sold) by the manufacturer for any monetary value. The various other vendors often permit their dealers to sell the software online (i.e., Kenwood). Please use Google or some other search engine to find a dealer that sells the software. Typically each series or individual radio requires its own software package. Often the Kenwood software is less than $100 so don't be a cheapskate; just purchase it.
For M/A Com/Harris/GE, etc: there are two software packages that program all current and past radios. One package is for conventional programming and the other for trunked programming. The trunked package is in upwards of $2,500. The conventional package is more reasonable though is still several hundred dollars. The benefit is you do not need multiple versions for each radio (unlike Motorola).

OK, you will need to program the radio as PMR rather than LMR (Model -> PMR), and then use the 5-tone capabilities of the radio using DTMF format. So, under 5-Tone -> RX Code CH, set the first line to whatever string of digits you want to set off the horn, and turn "DEC EXO" for that line ON.
Under Common -> Common, turn RX EXO on and set RX EXO time to however long you want the radio to drive the horn output.
Then, under each individual channel, you will need to set, under "5-Tone Signalling," "Form" to DTMF from the default CCIR and make sure that the appropriate "RX C. No" is checkmarked (depending on what line you put your DTMF string in, under the RX Code CH menu from earlier.
Now, when that string is decoded, pin 10 on the DB25 should go low. The DB25 pinout document says this about that: "10 / HORNO / Output for horn switching signal (5mA max). OFF = H (When ON, input current must be lower than 50mA)."

I use the Icom mobiles for many remote signalling and control applications. 5-tone is my preference, but DTMF will work almost as well. One nice thing about PMR mode is that the channel can be used normally, and not muted when listening for signalling.
There is a bit of trial and error to get the .icf file right.
Also be forewarned that the honk lead goes low (to ground) on the defined activation and will only sink a tiny amount of amperage. Electronic external relays work best, and don't require a back-flash diode. Look at the AutomationDirect AD-SSR6M12-DC-200D.
