looks like the cell modem gps antennas we use on our service vehicles. does it have 3 coax cables coming out of it? two for cell service(diversity) and one for gps
The picture was taken at a distance and I cropped it down.There's a ton of manufacturers producing these, and it's often difficult to narrow them down from a small fuzzy photo.
But, they are multifunction antennas. Likely you'll find it's carrying LTE for the mobile terminal, GPS for location, and probably WiFi.

pretty sure that antenna is plugged into something like a Sierra Wireless RV55 cell modem with GPS. It has 3 sma antenna ports. We use these at work for asset gps tracking with the exact antenna you posted

Newer Harris radios will also use similar antennas to permit WiFi and LTE for BeON functionality as well as GPS for location. I just installed a similar antenna on my work truck for one of the Harris XL-200M's I ordered.

I was wondering if Motorola radios might use this antenna?
If I come across one that has the antenna, not all have them right now.An actual police officer would have no issue giving you a walkaround. Marked car, in uniform to be sure.
