Since my Freescan 2.19 will not load conventional frequencies into my scanner, I'm left with downloading either .csv or .pdf. The question now is, how do I import either of those files into Freescan OR into my scanner (BCD325P2/BCD996P2)?

Use the "EZ-Grab" feature of FreeSCAN.

Look at the User Guide in the Wiki:

In the Edit section, there is a link for information on using that feature.

You can use EZ-Grab to import selected fields fsom your *.csv file, web page, or your PDF data. You copy the data onto the Windows clipboard, then EZ-Grab lets you designate which column goes to which field in the system you are programming.

Edit to add: The 2.18-beta6 version, which can be found here:
That version allows importing conventional as well as trunked systems data. (It does not fully support DMR, and zero support for NXDN.

Version 2.19 is one created by a RadioReference member to try & improve the software. The original author of FreeSCAN no longer supports the software. The 2.19 version, when first posted, would import trunked systems, but not conventional. Somebody, later, posted that it worked for them, but it does not for me.
