IR county is still in transition from their analog EDACS system to a P25 system.
here is the current build out of the 700 Mhz side of the P25 system:
here is what APPEARS TO BE the basis for the 800 side of the new P25 system (that's a guess btw):
^^^ NOTE: There are NO TALKGROUPS active on this 800 P25 site and it is only reporting a single channel, 851.0625.
some other thoughts/guesses.... not based on anything factual.
this will be a 700 and 800 P25p2 system.
In time, the current 800 EDACS system channels (Indian River County Public Services Trunking System, Vero Beach, Florida - Scanner Frequencies) will be slowly decommissioned and moved to the P25 side.
Don't know if the system will be simulcast or not. I would imagine that it will be.
there are several fairly busy - and UNIDENTIFIED - TGs on the 700 system.... 418, 644, 657, 1041, 1906, 1908
just my .02 and observations.
