are the 700mhz and 800mhz p25 sc interop channels used a lot because im thinking of putting them into my scanner

YMMV, but I don't hear much on the 800MHz tac frequencies. The state has repeaters on these frequencies around the state (usually at least 1 on each Palmetto 800 tower site), and the frequencies are spread around in an effort to minimize interference from other repeaters. I'll occassionally hear some traffic, but not often at all.

Spartanburg has a Spring street festival each year, and for many years they used cache radios on a few of these repeaters. I haven't heard this use in a couple of years, so I think they use other radios now.

I never monitor the 700MHz channels. They add too much time to my scan cycle, more than I'm willing to tolerate. And with no repeaters, you'll have to be pretty close to the transmitting radio to hear it.
