Jackson County 462.575

There is a business operating on 462.575 in the Scottsboro area, every day. It sounds like the public transportation vans or possibly a taxicab service. I'm pretty sure whoever it is has a repeater.
The thing is, while I know there are some grandfathered business licenses on GMRS, I don't think this is one of them. There is never an ID, and I can't find a license allocation on that frequency either here, other scanner databases for the area, nor in an FCC search.

Anyone have any information about this?

Yes, the guy has a grandfathered license but lets public transportation use his repeater. I called him on it one day and he wanted to continue the conversation on the phone to shut me up. I figured they had stopped by now. I can get his name if you need it.

Sounds like a violation of the FCC rules. Letting 'some other company' or other persons 'use his licensed repeater.'
