I think I have figured out how to work my 996xt but I was wondering, does anyone know if police/fire/ems dispatch, rail or marine and airports will send out QSL cards?

Very very very doubtful. That is not something that public service organizations do.

If you are into QSL's ... you should be on the ham bands. I think your success will be higher.

I can just see it now--a typical QSL would read: "This will confirm your reception of our surveillance and take down of .....".

You might get something off Lo VHF if heard a great distance, but I wouldn't hold your breath waiting for a response. Then, if you don't try .... GO FOR IT!
