if you know how to tune up tube finals without blowing them up then yeah why not, I have one and use it just as much as my KW-990S

Depends on what part of the hobby you want to get into.

It's an HF radio, so 160 - 10 meters. To really use that, you'd want at least your General amateur radio license.

If you are more interested in local/repeater type communications, you'd really want something that covered the 2 meter and 70 centimeter band.

This radio will require a substantial antenna to be useful.

Also, note that this radio does not have general coverage, just ham bands (although it does have the WARC bands). So no SWL if that's your intended use.
