Well, it has finally happened. I've purchased many Uniden scanners over the years, but it was inevitable that I would someday receive a defective unit, and that day has come. As the title says, the buttons on the front panel are completely unresponsive on this brand-new unit.

Here's the question: I'd like to open the case to see if any connection is obviously loose, such that I could repair it myself. But, does this automatically void the warranty if the user opens the case and not Uniden repair? Or am I better off simply bundling it up and shipping it back to Uniden for repair?

If HOLD is flashing on the screen, you may be in System Hold mode. If that is the case, press the HOLD/RESUME button for about 3 seconds to exit.

System hold? No Keypad locked? No.

Also, I've discovered that the Scan/Search and Hold/Resume buttons on the right of the scroll knob are not only unresponsive, they don't 'click'. They're frozen.

I already own a 996p2 that I bought earlier this year, so a side-by-side comparison is easy for me to do.

Is the keypad locked?
As with most base units, I don't believe there is a way to lock the keypad. Everything should be responsive right out of the box. If the unit is brand new, rather than open it up and mess with it, I'd return it if I were you

Yeah that definitely isn't right. Unit could have been dropped/mishandled during shipping

Yeah, I guess I need to box it back up and send it to Uniden. Do I need to notify Uniden in advance that I'm sending in a defective unit for repair?

The SCAN and HOLD buttons should click when you press them. If the SCAN button is stuck on, it disables the other keys. See if you can pull the SCAN button out.

Still, it shouldn't have been this way right out of the box. Even if this resolves the issue, who knows what other internal damage could have been done

Key-Safe Mode
This mode prevents accidental programming changes and prevents anyone from changing modes. This feature is for handing the scanner to someone without the person screwing up your radio. Some keys don't work in this mode. SQ, Vol/Light, the scroll control ( ●), Function Mode, and Hold/Resume all still work in their primary functions. The scanner only operates in one mode; the mode the scanner was in when the radio was last turned off. So, if you turned the scanner off in Close Call mode and turn it back on in Key-Safe mode, that's the mode you're stuck with.

To Toggle Key-Safe Mode On or Off press and hold Func then turn on the scanner. The next time (only) you turn on the scanner when you change Key-Safe mode you will see 'Key Safe Mode On' or 'Off'.

In the following tables, keys with numbers in each mode refer to the legend below each chart. Keys (or Function + keys) with an 'X' don't work in that mode and will give you the 'Key-Safe' display. Keys with blank cells work as normal for each mode.

Resetting cables won't help if the Scan and Hold buttons are frozen and don't click when you press them. It's a new scanner. Send it back for a replacement before you end up doing something to void the warranty.

It's already on its way to Roanoke, Texas.
