That is an old address. Kingston Police are now on division street in there new headquarters. So that TAFL reference may be old, and refers to there old building near the Krock Center on Queen street.
There radio comms they are using now are p25 digital, but encrypted , and both frequencies are used. the .815, and the .065.
The patrol cars do have computers in them , almost like laptops, when i peered into one.
I have also heard them do comm test on Provincial comm with Smithsfalls comm center, and South Frontenac OPP car units, asking various 10-20's are recording radio signal strength in regards to the tower they are operating off of.
Like Other Police Services in Ontario that are P25 and encrypted, There is no scanner capable of breaking the encryption.
