    Please do not make requests for copies of radio programming software which is sold (or was sold) by the manufacturer for any monetary value. All requests will be deleted and a forum infraction issued.     The various other vendors often permit their dealers to sell the software online (i.e., Kenwood). Please use Google or some other search engine to find a dealer that sells the software. Typically each series or individual radio requires its own software package. Often the Kenwood software is less than $100 so don't be a cheapskate; just purchase it.

    For M/A Com/Harris/GE, etc: there are two software packages that program all current and past radios. One package is for conventional programming and the other for trunked programming. The trunked package is in upwards of $2,500. The conventional package is more reasonable though is still several hundred dollars. The benefit is you do not need multiple versions for each radio (unlike Motorola).

    This is a large and very visible forum. We cannot jeopardize the ability to provide the RadioReference services by allowing this activity to occur. Please respect this.

Based on these few posts, you may want to consider selling this (if you bought one) and putting the money towards a scanner. These are commercial, public safety radios that are meant to be utilized by those who are actually on the system. While the XG-100P has the capability to do some receive only scanning, you need the right software, the radio needs to have the right functionality, firmware, options.... the knowledge to do it properly, cables, etc.
Since L3Harris has the license that public safety operates on could I ask them to program it with transmissions blocked 🚫
L3Harris would not be taking your business as a scanner user.

Harris manufactures the radio. They don't license your local public safety system.

Harris will not program the radio for you. They will sell you the software, programming cable and a week long course in Virginia to teach you how to do it yourself. $$$$$$$$$$

Yep, you have to send them your radio, hope you get it back, and hope they didn't make any mistakes.

You also have to tell them what to program into it, in very high detail. Not just "I want to listen to Mayberry PD".

If the agency is running trunking they may not be able to program it (and really, shouldn't).
If the agency is running encryption, there is absolutely no way around that.
The radio needs to have the correct features. In other words, it needs to support the correct bands, modes, etc. The radios are ordered with the options needed, not all radios have all the features.

I understand the desire to have this radio, but it can get expensive. Consider all your options before spending more money on it.

The eBay guy or girl can make up a file (mission plan) and email it then you can program the radio via bluetooth without a programming cable if you get the programming software.

I agree with selling the radio, possibly recoup your investment then buy a scanner like Uniden SDS that can do P25.
Cheaper in the long run.

Programing a Harris radio is not as simple as punching a few buttons. You have to have some experience and knowledge on how radio systems work. If programed wrong, you will get in big trouble with the local and feds knocking on your door. Sell the radio and buy a scanner.
