I am ready to purchase a new mobile scanner and I am trying to decide between the digital Uniden 996 and the analog BCT-15. Does anyone know if the implementation of the 700 digital LATIE system in the New Orleans and Baton Rouge areas will make the analog model obsolete or will they be “patching” the 700 system on the 800 system for the foreseeable future or should I just pony up the extra 300 bones now?

I would get the BCD996T. The database says the LATIE system is all P25 and the BCT-15 would not do you any good for monitoring that.

In addition, the state agencies will change to the LATIE at some point and do away with the current state 800 system. The NOPD is unmonitorable (ProVoice) and you need a digital scanner for JPSO and others in the area. I think that digital is what is happening and analog is going away, even if your favorite agency does not join the LATIE.
