Ten potential vendors responded to a state request for information about the potential project. But the Kimball analysis identified just two - Motorola and Tyco Electronics - that could completely address the proposed requirements of the state’s system.
That’s gotten some lawmakers worried the state could direct a massive contract to design and build the system to a single company by using very precise specifications in its request for proposals.
Consequently, the Senate Appropriations Committee attached a provision to the Department of Public Safety budget that would prohibit it from putting the radio project out to bid with "specifications that restrict the ability of interested parties to respond with proposals."
