They do not specify as to whether this issue had to do with the new LCRA system or the old analog system, but I am guessing it is the LCRA system, since I do not remember them ever having this problem with analog. (I grew up there and my brother is a retired NCSO Deputy). That said, the issue seems to be only with the portables, so maybe it is compatibility issues between the new system and existing portables. I'm only a novice and am only guessing however.
