They do not specify as to whether this issue had to do with the new LCRA system or the old analog system, but I am guessing it is the LCRA system, since I do not remember them ever having this problem with analog. (I grew up there and my brother is a retired NCSO Deputy). That said, the issue seems to be only with the portables, so maybe it is compatibility issues between the new system and existing portables. I'm only a novice and am only guessing however.

From the story:
"I am posting this video due to the concerns that I have over our radio issues in the county,” Bridges wrote in the Facebook post. “As you can see first hand, when the deputy gets out on his portable, dispatch is never able to hear him. This is a continued concern for our first reponders.”

I know they just recently switched to the LCRA system. Hard to tell from the audio but the story says "and I hope the community will support the county when the time comes to fix this radio system that fails us on a daily basis.” This might have been just before they switched. They were P25 VHF and I have heard other counties that have problems on portables in rural areas with VHF P25.

From the latest new story, it looks like the SO has been temporarily using one of the city of Nac's system:

“We’ve had issues for some time with our radio system," Bridges said. "Sometime ago that system went down. We’re working on trying to get it back up. Right now we’re operating off the city system. They have an old system called the public works and they’ve allowed us to use that system.”

The plan is to find a new communications system. In the past, the Sheriff’s Department tried to manage problems with their radios, but they say that’s not enough anymore."

It does look like it the problem is as much with the portables as it is with the temporary system they are borrowing.

I passed through around the same time tonight and came up with the same stuff but the signal was stronger as I approached Johnson City and weakened as I went US 281 S to Blanco. Site 114-14 was strongest near Johnson City but weakened through Blanco. Looking at their licenses for the 900 mhz opensky sites, it appears that they have a Johnson City tower and a Spicewood tower. This seems to line up with the scanning results.

On another note, Site 114-14 is a Phase 2 site with Unitrunker displaying Channel access as P2 and having the 00-XXXX single slot splits and 01-XXXX dual slot splits on the band plan. As such, I have updated LCRA P25 as being Phase 2 capable even though we have not yet seen any P2 traffic.

This has me curious as to whether they are trying to fix coverage issues in eastern Gillespie and western Hays counties, or if Blanco County, who is on GATRRS, would rather join the system that most of their neighbors are on.

I have been seeing phase 2 traffic on 114-14. Have captured Hays SO (5534) and SHays FD (5634) on the 436 showing PT0 or 1. Channel grant log in Pro96Com agrees, with about 10% of the hits over the past few days being on p2.

Interesting. Are any of the other Hays County towers allowing Phase 2 traffic yet?

Negative. According to Pro96Com Dripping, Spicewood, Austin and Wimberley still showing phase 1 band plans. Those talk groups come through phase 1 on other sites I can hear at the same time they are phase 2 on site 14.

Based on that, and looking at the old EDACS tower locations that have not yet transitioned into a P25 site, it looks like a few possibilities could be:

Halletsville (Lavaca)
Schulenburg (Fayette)
Concrete (DeWitt)
Smithville (Bastrop)
Elgin (Bastrop)
Giddings (Lee)

I'll keep a look out when I get back to the patch after this holiday time. Three new towers and Phase II activity in the last few months are definitely a sign that this system is very dynamic right now and could be adding even more towers.

I would like to see a Fair Oaks Ranch P25 tower at some point myself. I've noticed that portable coverage in South Boerne and Balcones Creek area is pretty weak, don't know how much better it gets for actual system users.

New observations this morning:

Creedmoor site (102-02) showing Phase 2 on Pro96Com and confirmed carrying Phase 2 traffic - Phase 2 traffic so far on 5513, 5534 and 5640. Most of it has been on 5534 - not all hits on that TG are phase 2.

Also, searching through all the sites this morning seeing which ones I could pick up - while scanning site 7 (Kingsbury), CC output showed site 15; checked out the frequency list in the DB and noticed that the last 5 frequencies listed under Kingsbury are exact matches for all of the site 15 freqs. I am not able to pick up anything on any of the other site 7 frequencies, but I'm probably out of range. It may actually work out that way if both sites are far enough apart, but may be worth checking out if anyone in that area can pick up the Kingsbury site and confirm.

Just double checked 120-20 and 122-22 in Kendall County, and both are still showing Phase 1 at this time. Too far from Smithson Valley today, but I'll check it tomorrow when I take my girls out to their dance lessons.

Can anyone listen to the kendall county area today?? Heard conversation from 270 about a tower and it affecting the channels on that tower?? Dispatch was telling KCSO something about Kendallopensky p25. I’ll try to run pro96com but I’m not that familiar with all the info it produces.

The Live Oak and Smithson Valley sites are still showing phase I. The last time I heard the New Braunfels site it was still phase I.

This is actually pretty handy. Thanks for the info. I know that New Braunfels PD is encrypted now but do they have any traffic in the clear? My sister and my mother live there and I'm going to be headed down for a visit sometime in the next few months hopefully. The last time I was there it did seem that they might be totally encrypted on the police traffic anyway. And is Comal County using the LCRA TRS now? I think I had one or two talkgroups for them but I was still receiving them on their digital VHF frequencies also. I can't remember if I ever did hear them on the LCRA system?

Yikes. Don’t like hearing OpenSky ever being said on the air. Hopefully it is all just about switching sites to Phase 2 operation. I know that the OpenSky sites are co-located with the P25 sites. One thing you can do is just see what model of radio they are carrying on their belts. It will tell their capabilities. If it’s Moto no worries about OpenSky. If they are Harris P5300 or P7300, then the capability is there.

Edit: Just listened to the conversation on the archives, LCRA is downing the Kendall tower, which is the one at Bergheim if site naming convention still follows from the EDACS days. So you can monitor the frequencies for the Bergheim location and see when the CC comes back up if it is broadcasting P2 channel access. The bandplan will show 1 slot and 2 slot channel splits as well when this happens.

Comal County is still on VHF but there is an active patch/link/multicast to two talkgroups on LCRA for their dispatch channels. NBPD is still fully encrypted. I know we updated the database from someone a while back to remove the big E from their dispatch channel, but every time I drive through and park on the dispatch TG, it is fully ENC and active as hell.
