Is there a way on the PSR-800 to set the LED light to come on when any transmission is received on a scanlist or do you have to set the LED to come on each tgid that is programmed individually.

From what I have seen you have to set Each TGID..
Yes, using the control software. just select all the items in your scan group and click on the column to change the LED behaviour. Just click the left column of any line to highliht that line, then hit {Ctrl}{a} and that will highlight them all. Then click on the Backlignt/LED column and any changes you make will apply to all the highlighted items. Easy. fast, no fuss no muss. Don't forget to upload your changes to the scanner.

Either way, what he posted was not wrong, as stated in your own post. You merely showed a neophyte a faster way of accomplishing the task.
