SDS150: Location control question

If location control is enabled for a favorite and GPS is on, things work as expected by scanning the town I'm currently located in. My question is, if I turn off the GPS, shouldn't I be able to manually change the System and Dept? Currently, if I try to do that I'm unable to and turning the knob does nothing when I hit the System or Dept button for example to change it.

Your location lat/long is stored in your profile.
If GPS is on, it will update this 'real time'.

If it is off, it will just be the lat/long from the last time the GPS was on (or if you use zip or manually enter it).

If you want to go totally 'manual', you need to turn location control off on the FL in question.
