46.00 is a low-band radio frequency. The FCC does list or require ctcss or DCS tones.

Many schools will use handheld radios with frqs. between 151.49-151.985 MHz and 154.49-154.625 MHz, and not have an FCC license. By searching those limits I have found all the schools within several miles of my household.

Fellow scanner. I found the following when I did an FCC search.

Callsign: WNQA354
User: Peekskill City School District

Frequencies

46.000
461.975

I hope this helps you out in some way. I will keep checking.

Sorry just saw that this was already posted earlier by someone else. I will keep looking though.

If you have a radio with close call ( or similar function) try to capture the frequency and do a reverse lookup on that same site.
