I blame investing too much revenue in technology that really isn't needed. That radio system is overkill, and ineffectively serves its purpose, due to disconnected and bad organization, and, unfortunately, lousy politics. It's a shame that tax dollars are being mishandled, in such an ugly manner.

Reminds me what NYC and Motorola did back in 1980, Motorola lost the bid for a NYC Transit Authority new radios system, and got it thrown out 3 times. The vendor took both NYC and Motorola to federal court, and a Federal judge finally said to NYC "You can't keep throwing out the bids because you don't like the winning vendor" The new system was never built, NYC changed the specs on the original bid to only replace equipment for equipment. I spent 3 years in the subways putting in over 100 base stations and 2400 brackets in train cars. There were also over 600 portable radios to replace HT200 models.
