Low cost handheld frequency counter?

Are you looking for any particular features? The BC246T has a ...um. .rudimentary one built in as a hidden feature. Press 0+3+HOLD during powerup. Use the knob to select bands. Power down to exit freq counter mode.

What do you consider "low cost"?

And see what they have to offer. Their equipment is very accurate and works quite well. MFJ has a lower cost frequency counter, too, but it won't catch stuff as far away (physical distance from the unit) as the Optoelectronics counters will.

The BC246T also has one that is not hidden, but a feature on the radio. It's called close call. Turn on the scanner and turn on close call.

If you can find one get one of the Radio Shack counters. They have been discontinued for a while but the one I have had for 8 years has served me well and works great although it looks like h3ll from the wear and tear.

The BC246T does in fact have that built in. Boy is my face red ;)

Yeah the 22-305 & 22-306 counters from RS are very good ones. Used ones on ebay every week. They go for $45-65 bucks.

There are also new low priced ones flooding ebay from China. They go for around $25 bucks or something but their range begins at 50mhz, so less good for hams or anyone needing measurements in HF. Just search ebay for "frequency counter".
