MAC-11 in Colorado Springs

Does anyone have any idea about all the traffic on DTRS MAC-11?
Sounds like multiple vans running between the airport and several hotels. At times it sounds semi official, possibly law enforcement.

Yes, it is for the Fallen Firefighter Memorial. Previous years a C channel or CSFD channel was used.
