Does anyone know how to scan Manteca PD? Reason I'm asking is that they are on a digital channel and are running some sort of encryption. I have a Uniden Bearcat BCD396t digital scanner and have imported the Manteca PD frequencies straight from the RR database.

Any suggestions would be gratefully accepted.

As you have been told in previous threads, if Manteca is indeed using encryption on their P25 radios, then NO there is no scanning of the encrypted portion. No workarounds. All you will hear is the unencrypted stuff.

Just to elaborate what JoeyC has posted...

...being "local enough" to know, Manteca PD is, for the most part, encrypted most of the time. Every few once in a whiles, you will here them unencrypted, but not much. Your radio is capable of hearing P25 audio, however, if the station of interest is using encryption, there is no way around it as no scanner is capable of hearing encrypted traffic. Not to mention it is illegal to do so anyway.

and about 90% other cities

Not likely! Small towns go crazy; because they have a lot of federal funds to spend on new toys. The FBI, DEA and a SWAT team might have some good uses for encryption; but a small town police chief who scrambles routine calls is PARANOID or he has something to hide.

Actually as far as encryption is concerned it seems there are two schools of thought it comes down to as to how a particular law enforcement agency is run. One is keeping a department open and transparent while the other is closed. Closed could of course mean there could be something shady going on there but more then likely its because whosoever in charge decided they want to keep the public onlookers away from an incident and out of the know or they may be afraid that criminal suspects might have a scanner and be able to use it to their advantage.

Personalty I think an open agency is the way to go. Besides learning from any mistakes that might happen along the way the public is usually more informed thus less likely to let crime go unreported.

I just hope we aren't headed towards a future with more secretive & closed law enforcement with encrypted radio traffic like I suspect may eventually happen partly due to tecnology.

Its inevitable though ;)

oh well I guess the main point is Manteca for whatever reason decided to use Encryption which means there's no way can pick them up even with a newer P25 scanner. Pretty much all there is to this thread.

Manteca officers are a bit "different" :)

Basically the guys I talked to at breakfast one morning just think it's cool, for lack of a better word, to be encrypted. They can turn it off and on, on each radio. Some guys don't care and don't turn it on. That's why you hear some clear and some not.

I don't know why dispatch is sometimes encrypted, and sometimes not.

I just think it just depends on who is dispatching and when.

When it is the lady that I usualy here, she is usually out in the open. The man that I usually here, well I cant because he is usually encrypeted. But the console, I agree also with.

Sometime you will here a Licoln or Sam unit out in the open, specially during special events and during holiday periods.

Just what I have observed when I do have the scanner on.
