A new repeater is proposed at the shore. Using not one but two DTV television station allocations for this. It also appears to use non standard spacing used in the 470-512 band. 477 MHZ goes high, this proposed license goes low. Hello tropo.

Spacing? I think you mean a non-standard offset, using -3 instead of +3 in T-Band...input should be 480.7875 rather than 474.7875 (which would be the input to 471.7875 normally).

either someone forgot T-Band is +3 or someone is just trying to mix/match Ch.14 and Ch.15 allocations, either way a rather odd license

Indeed. The FCC didn't make note of that in the return letter, so it'll be interesting to see if they catch it next go around. Assuming of course that the T-Band waiver petition is even considered.
