Marin County trunked system

The other day I was in San Rafael and Sausalito trying to monitor the system and my 796 would not capture the control channel. I could hear things conventionally. I only programmed the EAST zone system.
The freqs were all programmed as trunked, bank set as a UHF system with the base,spacing and offsets set as listed on RR.com. Anybody see anything I did wrong? or is this even system working?

The system has strong signal levels in nearly all of the county (even south county without the Tiburon tower online).
I am assuming you set the tables up with two frequency ranges, this is what confusses most people.

I programmed the two tables via ARC250, yes.

Joey, it's a programming issue definitely though. I'm just not Uniden proficient enough to offer advice.
