I answered your question on East Coast Scanning this afternoon, but I'll post it here also:

Give Marine 17 156.850 a shot.

During boating emergencies, they will generally switch to Marine 16 156.800 to contact the vessel in distress.

The Rockland Sheriff Marine Unit also operates on the Countywide PD Repeater 154.725 (151.4 PL) to talk with "Headquarters" aka 44-Control.

I have no idea about Westchester.

On the Westchester side of the river the County PD boats have access to the UHF Trunked System normally on 60 Control talkgroup.

But for Westchester they normally operate on 155.310. Any marine unit (FD or PD) anywhere on the river may operate on any of the marine channels but as they are simplex you will only hear them if you are relatively close. All these units will operate on their normal dispatch frequency and will use the others for coordinating with others units which could include Marine 22 on 157.100 to coordinate with the Coast Guard.
