Possibly this

Appears to be a 4ch 3site NXDN system in the process of being built out. Based on what was explained in one of the construction extension filings, this does include law. Worth checking out. However be aware that the base stations are not located at high-level mountaintop sites so it won't likely be heard well outside the covered area.

Which frequencies would be the main 4? I see a whole page of various ones.

Appears to be a multicast system design. Filtering the frequencies by location reveals the following. Inputs are the usual offset +5 MHz.

Belfair (1.2 Km E of Belfair WA):
000453.15625000
000453.80625000
000460.08750000
000460.36875000

Union (E 1731 MC REAVY RD):
000453.23125000
000453.69375000
000460.26250000
000460.47500000

Shelton (60 Yards NW E. Timberlake Dr. W):
000453.33125000
000453.66875000
000460.12500000
000460.33125000

Do we know if the entire system is encrypted or is it just specific TGs? I can't pick it up here.

RAN seems a bit strange but now it's saying 41. I'm getting better decode tonight from the Shelton site.

DSD FME does NXDN SC encryption, AFAIK. If you know the key.

You need to check (only) 32767 keys.
You can do that "offline" with a recording that loops, while you increase the key manually by one, every few seconds, and listening to the output voice of the recording. It can be a project that is dividend between a few enthusiasts to shorten the process.

Of course you can investigate a bit deeper and find (the) keys faster if you know how the DSD FME log looks like when a key is correct vs incorrect (by getting an NXDN walkie talkie and recording an encrypted clip with a known key).
Then, automatically increase the key by one every few seconds and automatically check the log for the telltale signs of the correct key. All this should be done in an automated way (with a program that utilizes DSD FME CLI commands, for example).
(Basic) Programming knowledge for all that is needed, though no need to touch the DSD FME program code.

All this is of course in theory and for educational purposes only.
I have 0 knowledge in programming.
