I'd venture a guess that 28840 is the base Security/Police main channel? Did you listen enough to confirm this?

Yes, 28840 was the security folks doing security checks at the different buildings on site.

So this base has gone to a 380MHz System? If so that just made programming my BCD-396XT a simple task. Those VHF/UHF systems where you need base, offset, etc are pains in the butt. Nice catch.
