Those parts work on a number of older Midland mobile two-way radios. This is probably not the best place to ask since this site is devoted to scanners, not transceivers. The chips will work but you need a fair amount of skill to install them. Unless this is something of a hobby for you, there are radios out there for not very much money that are far superior to the old Midlands, whcih were never very good radios to begin with.

The odds are very good that the reason the guy from the Midland Site didn't know about these kits is that they probably are not made by Midland. I'm sure that lots of small companies make modification kits for other company's products. In many cases, the original company may not even know that these kits are available.

70-2180 is an expansion chip that upgrades your memory from 22 to 99 channels. This chip is made by midland and it is for Midland XTR model radios. Intalling it is easy, just plug and play. I have some for sale...

As for the70-2926, I think I know what it is, but I've never seen the part number. It's a backup battery for the memory(battery and capacitor). It is also easy to install, solder 2 wire to the indicated spots in XTR model radios.
