Milwaukee County Highway Dept?? Help!!

Hello I have a Radio Shack Handheld Triple Trunking scanner and I want to listen to Milwaukee County Highway Dept. How do I do that since they are on the Milwaukee County Public Safety trunking system. Every time I punch in the frequencies for that system i never seem to get anything besides police. I just want to listen to the highway dept not 100 other things at once. Sorry if this a dumb question Im still learning this stuff.. Thanks!!!
