ARMER has some talk groups for the state fair. Not sure what tower you would need to monitor, Ramsey County perhaps.

Police calls are dispatched on ch1. EMS on ch 2- St. Paul fire has crews assigned to cover the grounds taking EMS calls. If more EmS crews or a fire response is needed that is dispatched by the St. Paul PSAP as a normal call.

151.2575 analog was quite busy and interesting yesterday, sounds like traffic / access supervisors. Lots of FRS/GMRS use and vhf dot channels in use also.

151.2575 is the State Fair Police and Police Reserves who are on traffic control and access control around the fairgrounds.

Were the FRS channels fair staff or families and stuff?

Usually quite a few of the venders are using FRS to coordinate the staff.
Giant slide, skyride, have there own uhf business radios. Staff running livestock competition have used rental uhf radios the past few years.
State fair staff have been on uhf and Nextels in the past- but there uhf frequencies expired in 2011 and the repeater they have been on is silent.

Made a trip to the fair last night. Left my scanner in search and store in the lot by Heritage Square and logged the following:

Did not see any of the Blue shirted fair employees with a radio this year, in years past these were the employees who used uhf channels in the past.

While riding the skyride I noticed the following antennas on the Grandstand, I searched the FCC ULS last night but couldn't identify a license that related.

Fair staff running the on ground parking and the midway/kidway staff are still carrying uhf motorola portable. the trash crews are carryIng Sprint Duramax direct connect phones.
I found an application to replace the expired uhf business band license of the state fair awaiting approval:
