Please define what "all band" is to you. The antenna you indicated is a ham 2/440 dual band antenna. If 'all band' is simply adding 800 MHz to the mix you'll have several to select from. If 'all band' is DC to Daylight, than no single antenna will give you what you want. While there are some mobile antennas that include VHF-Lo to the mix, you must generally pick what general portion of that band you want coverage for since none will cover the full 30 - 60 MHz range with any real success.

Also the two antennas indicated have different mounts (UHF for the SBB-2 and NMO for the SBB-2NMO) so we'll also need to know what mount you're looking to use since that'll affect what is recommended.

I am hoping to get both low band and hi band frequencies (including 800 MHz) in one antenna. My local fire and rescue just went digital so I need something that will pick that up once I obtain my digital scanner.

I am using an NMO mount.

Looking at the RR database for your area and making some assumptions, you may want to look at the Austin Spectra since it covers 30-50, 150-174, 430-512, 806-896 MHz which should handle much of what's in the database in your area (the link below is to give you some specs, but you can shop around since it's available from many places).
