You can leave the RAN empty on a radio, and still receive. RAN is basically like a PL.

Is there any way to monitor or scan Kenwood NEXEDGE?

Is it a trunked system, or just a conventional system?

Scanner is your best bet.
If it's trunked, you won't be able to use a Kenwood radio to decode trunked traffic if you don't have a valid system key and the radio properly added to the system.
If it's a conventional system, you can use a Kenwood radio to monitor.

Cy Creek Volunteer FD is going to NEXEDGE is the reason for the question. I would imagine it would be trunked.

Unless they are moving onto an existing NexEdge trunked radio system, I'd find it unlikely that a volunteer department would have the funding or need for a trunked system. I suspect you'll find that it's a conventional system. Unless they are encrypted, you'll do fine with a scanner capable of NXDN.

I'm looking for a fire pager or a radio that will monitor. Don't need to TX, just listen to dispatches.

I'm not aware of any NXDN capable pagers. I asked Unication a few years ago if they had plans, but the answer was "not enough demand".

A scanner really is your best bet. You could get a really basic NXDN capable transceiver and use that, but you'd need programming cable, programming software, etc. Even with a low tier radio, you'd be approaching the cost of a scanner. Scanner will give you much more flexibility.
